Commission Facilitation Centre for RP 2021: GBA

Goa Bachao Abhiyan (GBA) has asked Chief Minister Digambar Kamat to commission the Facilitation Centre for the Regional Plan 2021 much before notification of final RP. GBA delegation which called on Kamat on Saturday has said that mistakes in the plan can be corrected before finalization of the Plan through this centre, which was promised by Kamat.

The State Government has already notified plans for Canacona and Pernem while plans for Ponda and Sattari are in the pipeline.

“During the meeting with the chief minister, GBA reiterated its demand to keep these plans open for 30 days prior to notification for corrections as per the guidelines. The Facilitation Centre should address all taluka plans including Pernem and Canacona prior to notification of the entire Regional Plan 2021,” GBA Secretary Roboni Saha has said in a press note.

GBA delegation told the CM that the agitation against RP 2011 was because several ‘corrections and gazette changes’ were made to the RP after the notification, which led to mass scale conversion and outright sell out of Goa.

The Chief Minister reportedly has assured that he will look into the demand of GBA and get back to them.

The delegation consisted of Convenor Dr Sabina Martins, Joint Convenor Edwin Mascarenhas, Joint Secretary Miguel Braganza and Agnelo Furtado.

During the meeting, GBA delegation also sought clarification from the CM as to who was the authority for ‘non-PDA ODP areas’.

GBA office bearers stated that the people are agitated as several constructions are coming up in these areas and neither the PDA nor the Panchayat are answering queries, stating that they are not the designated authority.

“The part Release I of the RP2021 had several such insertions of panchayat areas in `on PDA ODP areas’ which were neither in the draft RP 2021 nor were they part of the inputs given by the people,” they said adding that there is no clear authority listed for these areas leading to anger and frustration among the people.

The CM assured the delegation that he would issue the necessary clarifications.
The GBA, raising objections to the amended Section 16/16A of Town and Country Planning Act, under which government is planning to bring Private Public Partnership (PPP) projects, has raised worry that several of these projects will become part of the Regional Plan 2021 without public scrutiny.

The newly elected GBA executive committee for 2011 -2013 is slated to meet to chart out the future course of action with the core group.
