The delegation also requested they be given a report on the preparation of Regional Plan 2021. Yaduvanshi assured that he would have action taken on points raised and also report on the status of the RP 2021 within a week. The criteria for finalization of RP 2021 was also discussed. It was promised that a rapid action force with a deputy collector in charge and police as a part of it to tackle violations would be formed. Chief minister Digambar Kamat had earlier assured a GBA delegation and also informed the Goa Assembly during the budget session that RP 2021 would be ready within six months. A month has passed since he made the statement. Several issues including submission of plans by some sarpanchas without the knowledge of the gram sabha were discussed. "While village committees had drafted a development plan for the village, sarpanchas had sent another without gram sabha knowledge," a delegation member said. GBA also pointed out that Section 16 (A) of the TCP Act which was meant to be applied for emergency cases like construction of railways and roads had been violated for constructing a cricket stadium at Tivim. The delegation alleged that the forest department had not shown the private forest land, which was acquired for construction of the stadium in RP 2021 though the Karapurkar committee appointed by the government had demarcated it as a private forest for protection purposes. The delegation also alleged that land had been leased out to a private party which is working in association with a Goa Cricket Association office bearer. The terms of the lease are questionable, members said. There were also questions about heritage matters and the government's apathy in preventing destruction of heritage sites, houses and other legacy. An activist raised the issue of mining and destruction of fields and forest due to illegal mining. Another mentioned about 54 violations listed by a monitoring panel appointed by the government, but said that no action had been taken. The members also demanded that the process to amend the TCP Act be initiated and that section 16 (A) be revoked. |
