GBA explains aspects of RP 2021 to villagers

Agonda and Khola villages on Sunday convened a joint meeting on Regional Plan of Goa 2021 at Agonda to explain the proposed regional plan in detail for the benefit of residents of both the villages.

Executive members of Goa Bachao Abhiyan (GBA) Sabina Martins and Rebona explained various aspects of the plan by presenting details in a PowerPoint database to a strong crowd. The crowd first heard with apt attention and then highlighted various divergences shown in their respective villages.

Some residents from Khola pinpointed certain discrepancies in which residential areas, even ancient houses, are shown as no-development slope.Residents from Agonda brought to fore, where interestingly in a CRZ area within 200 mtrs from HTL, presently demarcated as no-development zone and where no constructions are possible is shown as settlement zone.
Besides many other points, which are detrimental to village development or non-beneficial to villagers were highlighted in the meet.

At the end of the day, there was a general feeling among the villagers that the presently circulated RP Goa 2021 should be scrapped at this juncture and instead individual local bodies should be authorized to prepare plans as per the needs of individual villages/areas necessities under 73rd and 74th constitutional amendments.

In this way, individuals starting with their wards can plan their future, which has to be endorsed by the concerned local body, panchayat or municipality, and than find its way to taluka, to district and to the State authorities for final concurrence.

The GBA officials were especially called by Sarpanchas Jovi Fernandes (Agonda) and Bhiva Velip (Khola) after residents had expressed ignorance in understanding the ramification of such an unexplained document.

However, the draft regional plan 2021 submitted by the government was placed before the respective gram sabhas convened at the end of November in both the villages. The necessary committees, as requested by the government, were appointed to study the plan as per residents' inclinations.
