GBA calls for freezing FAR

Representatives of various village groups and Goa Bachao Abhiyan have called for freezing the Floor Area Ratio (FAR) at VP3 level for villages as suggested in the draft RP-2021 until the final notification of the Regional Plan 2021.

Addressing a press conference, the village groups have asked people across the state to attend the special gram Sabha meeting on Republic Day and adopt a host of demands for the consideration of the government.

Saying that villages should have a say in the planning of their own areas, the representatives demanded that the government amend the Town and Country Planning act 1974 to incorporate the 73rd and 74th amendments to the Constitution.

They demanded that the village Panchayats should write to the TCP department to provide all the plans, maps and other documents to the Panchayat and depute its town planner and supporting staff, including surveyors and draughtsmen, to assist and enable the village committee on RP 2021 to read the maps, do ground truth verification of the maps etc.

Sabina Martins demanded that the government should compel its officials to implement the process of people's participation with all sincerity and seriousness. She said the government should get the village plans collated by the District Planning Committees that are similarly enabled and empowered by the devolution of powers as enshrined in the Constitution of India.

The village groups also demanded that the government should investigate into the allegedly fraudulent issue of conversion exemption certificates by the deputy Collector in Margao, between 21st February 2006 and 7th March 2007, as many housing projects commonly referred to as mega projects have been licensed on the basis of these fraudulent exemptions from conversions under Land Revenue Code.

Pending the investigation of these acts enumerated by the Salcete Citizens vigilance committee, the village groups demanded the suspension of the concerned deputy collector and other officials involved to facilitate an impartial inquiry.
