Correct changes in RP2021 before notification

A delegation of Goa Bachao Abhiyan called on the Chief Minister on Saturday, 2nd April,and handed over a memorandum demanding that the facilitation centres to correct mistakes in the Regional Plan 2021 be done prior to the notification of the Final Regional Plan.
The government had announced that the Taluka plans of Sattari and Ponda were finalized and would be notified. GBA reiterated its demand to keep these plans open for 30 days prior to notification for corrections as per the guidelines. The facilitation centre should address all taluka plans including Pernem and Canacona prior to notification of the entire Regional Plan 2021
GBA delegation impressed upon the Chief Minister that the agitation against RP2011 was because several "corrections and gazette changes " were made to the Regional plan after notification , leading to mass scale conversion and sell out of Goa.
The Chief Minister stated that he will look into the demand and get back to the GBA. The delegation consisted of the Convenor Dr Sabina Martins, Joint Convenor Edwin Mascarenhas, Joint Secretary Miguel Braganza and Agnelo Furtado
The GBA delegation sought clarification from the CM as to who was the authority for "Non PDA ODP" areas. The people are agitated as several constructions are coming up in these areas and neither the PDA nor the Panchayat are answering queries, stating that they are not the designated authority.
The part Release I of the RP2021 had several such insertions of panchayat areas in "Non PDA ODP areas" which were neither in the draft RP2021 nor were they part of the inputs given by the people. There is no clear authority listed for these areas leading to anger and frustration among the people.
The CM assured the delegation that he will issue the necessary clarifications.
In the wake of the government notification on Private Public Partnership Projects in the official gazette, GBA is wary that several of these projects will become part of the Regional Plan 2021 without public scrutiny. Under sec 16/16A of Town and Country planning Act , the government is planning to bring in PPP projects which the GBA objects.
The newly elected GBA executive committee for 2011 -2013 comprising of Convenor Dr Sabina Martins , Joint Convenor Mr Edwin Mascarenhas , Secretary Ms Reboni Saha , Joint Secretary Mr Miguel Braganza , Treasurer Annand Madgaonkar and Joint Treasurer Prajal Sakhardande is slated to meet to chart out the future course of action with the core group.
